In terms of clean energy legislation, Colorado has led the way in the US. It actively increased the production of geothermal energy through new rules, grants, and consumer education. It was the first state to create new clean hydrogen standards, limit methane pollution from oil and gas wells, and limit emissions of the gas.

With its proposed GEMM 2 laws (Greenhouse Gas Emissions and Energy Management for Manufacturing Phase 2), the state now seeks to establish a new legal precedent. Breweries, chip factories, and other large industrial enterprises that each emit more than 25,000 metric tons of GHGs annually would have their emissions reduced by GEMM 2.
